The Center of the Family in the College of Tropical Agriculture and Human Resources at UH Manoa announced that, according to data released today by the Annie E. Casey Foundation in its 2012 KIDS COUNT Data Book, Hawai?i ranks 24th in key indicators of child well-being.

The 2012 Data Book highlights that certain conditions for Hawai?i?s children have improved, while others have worsened:

• All economic well-being conditions measured ? namely, children living in poverty, children whose parents lack secure employment, children living in households with a high cost burden, and teens not in school and not working ? have worsened over the past several years.
• There were some improvements in the area of education.?The percentage of fourth-graders not proficient in reading and the percentage of eighth-graders not proficient in math both decreased between 2005-11. There were also more 3- to 4-year-olds attending preschool toward the end of the decade than in the preceding years. The percentage of high school students not graduating on time, however, increased, though only slightly, in recent years.
• In recent years, two of the health conditions measured showed little change (percentage of low-birthweight babies) to no change (percentage of children without health insurance).? It is worth noting that Hawai?i has among the lowest rates of children without health insurance. The child and teen death rate and the percentage of teens who abuse alcohol or drugs worsened during the period examined.
• In the area of family and community well-being, there has been an increase in the percentage of children in single-parent families, the teen birth rate, and the percentage of children living in high-poverty areas. The percentage of children in families in which the household head lacks a high school diploma has shown a slight improvement.

The Center on the Family serves as the state?s KIDS COUNT affiliate. ?We?re encouraged by the gains made in the education domain in recent years, especially the improvements seen in fourth-grade reading and eighth-grade math proficiency,? said Ivette Rodriguez Stern, Director of Hawai?i KIDS COUNT. ?However, there?s still a lot of work to be done. When compared with other states, Hawai?i ranks near the bottom third in the education domain.?

This year?s findings emphasize that, while the recession ended in the summer of 2009, many families across the country and in Hawai?i have continued to struggle in its wake.? In 2010, 30% of children under 18 in Hawai?i had parents without secure employment, an increase from 26% in 2008.?

?

Hawai?i also has one of the highest rates of children living in households with a housing cost burden (i.e., where more than 30% of monthly household income is spent on rent, mortgage, taxes, insurance or related expenses), which increased from 37% in 2005 to 46% in 2010.

Commented Interim Director of the Center on the Family Grace Fong, ?When compared with other states, Hawai?i ranks somewhere in the middle on overall child well-being, indicating that much more can and needs to be done to create a better future for Hawai?i?s children. We need to focus our attention on the future by strengthening family economic opportunity and building supportive communities that nurture our children and families.?

The 2012 Data Book has been updated with a new index that provides an even more robust and comprehensive portrait of how children across the country are faring. It assesses states based on how they do on 16 indicators of child well-being ? a change from previous annual rankings based on 10 indicators, reflecting the tremendous advances in child development research since the Foundation?s first KIDS COUNT Data Book ?in 1990.

In addition to ranking states, the 16 indicators are organized into four categories: Economic Well-being, Education, Health, and Family and Community. The report also provides state ranks in each of these areas.

In addition to the key measures tracked in the Data Book, the KIDS COUNT Data Center (http://datacenter.kidscount.org) provides easy, online access to the latest child well-being data on hundreds of indicators by state, county, city and school district. Add meats, cheeses and eggs, of course, or beans and grains. Roasted vegetables, still warm and caramelized from the oven, draped over some baby greens and sprinkled with some Oregon blue cheese is a jazzy maneuver, too.

It can be very simple, really. For a speedy beef salad, season and cook skirt steak to desired doneness. Whisk together 1/4 cup red-wine vinegar, 2 teaspoons Dijon mustard, 1/4 teaspoon salt and freshly ground black pepper, a pinch of sugar and 1/3 cup extra-virgin olive oil. Toss the vinaigrette with salad greens, sliced steak, a healthy crumbling of blue cheese and a handful of roasted and coarsely chopped hazelnuts.

In all of the recipes I'm providing here, I'm illustrating how the extra depth of the Oregon hazelnut can elevate a salad beyond the ordinary. So don't take the concept lightly. It's simple, and it works. When I'm garnishing main-dish salads with hazelnuts, I like them to be extravagantly varied in size, the way they become when crushed gently with the handle of a chef's knife.

All of which reminds me of the recipe that came to be after hazelnut grower Wayne Chambers came for lunch one day and handed over a bag of a beautiful-but-not-ready-for-prime-time hazelnuts. In other words, they were one of Oregon State University hazelnut researcher Shawn Mehlenbacher's test cultivars that Wayne was growing in his orchard.

"Wow!" I said. "These are so sweet and flavorful."

"What's the variety?" asked my husband, Steve.

"These don't have a name yet. They're just a number," said Wayne. "I doubt they'll make it out of trial because the darn things split during processing."

Well, even though they weren't up to Oregon hazelnut-industry standards in all ways, I wasn't about to let them go to waste. So the following week, I threw together a pretty amazing salad.

My goal was to play off the rich and smoky characteristics of these lovely, no-name nuts.

In my first go-around, I used some poached chicken that was lurking in the refrigerator. But on reflection, it didn't really stand up to the rich, blue-cheesiness of the sauce I had created. It could have been any meat.

Grilled chicken, however, was going to be the perfect balance for the sauce. Plus, it would be a bridge for the smoky-toastiness of the hazelnuts, bringing all of the ingredients into harmony. Steve said it more succinctly: "Yeah, grilled chicken is the better bet."

The hazelnut's crunchy-toasty-sweet-yet-smoky character also partners beautifully with such things as bacon, blue cheese, chicken, avocado and tomato. Wait a minute, that's sounding an awful lot like a Cobb salad. Well what do you know?

Pair hazelnuts with apple, cherries and jalapeno, and you've got a Waldorf salad on vacation in Albuquerque. Give this "ladies-luncheon" or brunch-buffet sort of offering an extra pepper and take it to a tail-gaiter.

Zoo's Cheetah Cubs to Be Named After Fastest U.S. Sprinters

When the runners take their mark for the 100-meter dash at the Olympic Games in London this month there will be more at stake than just a gold medal, at least for the Americans in the field.

On the line will be the names of a pair of cheetah cubs who just made their debut at the National Zoo in Washington, D.C.

Zoo officials have announced that they will name the cubs, born April 23, after the fastest American male and female athletes in the 100-meter dash race. That means at least one cub will be named Justin (Gatlin), Tyler (Gay) or Ryan (Bailey) and one will be named Allyson (Felix), Carmelita (Jeter) or Tianna (Madison.)

The fact that the cubs will receive a medal-worthy name goes along with their story of survival. The two were born at the Smithsonian Conservation Biology Institute in Front Royal, Va., last April by an emergency C-section after their mother's labor ceased. The mother, who lost two other cubs during the delivery, then abandoned her surviving cubs.

The pair was transferred to the National Zoo in May and have been hand-raised by zoo staff ever since. On Tuesday, the now three-month-old cubs were placed in their public enclosure at the zoo for the world to see the progress they've made.

Beginning Saturday, the public will be able to view the cubs for two hours per day, at 10 a.m. and 1 p.m.

LAS VEGAS (AP) ? Trial is beginning in state court in Las Vegas for eight men facing felony and misdemeanor charges in a December 2008 wedding chapel brawl between Hells Angels and rival Mongols motorcycle club members.

Court spokeswoman Mary Ann Price says opening statements were scheduled for Monday. A jury was picked Friday for the trial that?s expected to last four weeks.

Authorities say the wedding chapel melee broke out as Hells Angels leaving a wedding encountered Mongols members arriving for another wedding. Two people were stabbed and four others also suffered injuries.

The eight defendants are among 13 people indicted in July 2010 on charges including attempted murder, battery, assault, conspiracy and criminal gang activity.

Each has pleaded not guilty.

Defense attorneys say the accused Hells Angels were acting in self-defense.

"A doctor implanted them during his guard duty," she told me, while proudly feeling her breasts through her blouse. Then she points to her rear end and pouts, "This didn't go so well for me, because the surgeon didn't have much practice." When I asked her where she got the silicone prostheses so obvious in her body, she told me she would only use "brand name" ones so she asked her Italian boyfriend to bring them to her. "The other part was easy, you know, you pay a doctor to do the operation." I confess that I am not very familiar with the matter; surgeons scare me and for years now I've gotten used to the awkward figure I see reflected in my mirror. But still I ask her for the details and she confirms what I'd sensed, the existence of an illegal network of plastic surgeons who practice in the same hospitals where they offer free care.

The practice took off in the late nineties and initially the main clients were hookers whose foreign boyfriends absorbed the costs. But now it's been extended to people of both sexes who have the resources to achieve the body of their dreams. Normally they go into the hospital with a false clinical history for some illness they don't actually suffer from, and within a few hours of coming out of the operating room they are sent home to recuperate. These surgical interventions aren't logged into the hospital records and a good share of the resources used are bought on the black market by the medical personnel themselves. Nothing should go wrong, because a complaint would expose the network involved. Discretion is fundamental and the patient is rarely followed up to see if there were adverse reactions. "We are all adults, so everyone is responsible for what happens," warned my friend's doctor before the anesthetic took effect.

At a price ranging between 750 and 900 Cuban convertible pesos (CUCs), breast implants are the most popular among the wide range of inserts implanted and of the clandestine operations performed. On sites like Revolico.com you can find a wide variety of sizes, with the most popular brands being Mentor and Femme. But you have to add "labor" to this price, which runs from 500 to 700 CUCs for a recognized specialist in these fields. Some beginners will also do it, for a little less, but the results leave much to be desired. For a Cuban surgeon whose salary barely reaches 30 CUCs a month, performing one of these operations is extremely tempting. However, they know the danger of being found out and that the risk of losing the right to practice medicine is very high. So they protect themselves in networks that almost always extend throughout the administration and leadership of the hospitals. These involve everyone from orderlies and aestheticians to nurses and public health officials. The worst thing that can happen is someone dying on the operating table; then they will have to invent some chronic disease to justify the casualty.

A few weeks ago the blogger Rebeca Monz? exposed one of these scandals of illegal surgery in a tweet*. The scenario in this case was Calixto Garcia Hospital, but it could have been any other operating theater in the city. Without specifying the details of what happened, there was talk of an entire clandestine room dedicated to foreign patients and Cubans who could pay for the operations. Popular rumor has it that it was all discovered when a tourist who had just been operated on hemorrhaged at the airport on her departure from Cuba, but this could be a complete myth. It is true, however, that like the rest of our reality, medicine exists on two planes, in two very different dimensions. One is that of patients who have no resources to offer gifts or payment to doctors, and the other is of those who can pay for the surgery on the spot, in cash. Material resources can shorten the time and increase the quality of any treatment, making sutures, x-rays and chemotherapy all appear on time.

It all starts with a gift of soap to the dentist who fills our cavities, and goes all the way up to a sterilized room where a foreigner can get an abortion, or a Cuban can receive a pair of breast implants.

UN court to Senegal: Prosecute Chad dictator Habre

DAKAR, Senegal (AP) ? The United Nations' highest court on Friday ordered Senegal to prosecute or extradite former Chadian dictator Hissene Habre, who has lived in luxury in this seaside capital for more than two decades amid accusations that he ordered political opponents to be tortured or killed.

A truth commission in the Central African nation of Chad has accused Habre of more than 40,000 political killings during his eight-year rule, and a court there already has sentenced him to death in absentia.

Human rights activists heralded the International Court of Justice's move, saying that the survivors of Habre's 1982-1990 rule have waited long enough to see their day in court. Many fear that time could run out to try the former ruler who turns 70 this year.

"Today's decision is a huge victory for Hissene Habre's victims who have been fighting for justice for 21 years. This tenacity and perseverance has paid off today," said Reed Brody, a lawyer with Human Rights Watch who has pushed for Habre's prosecution for 13 years.

"It's also a very strong message to the new authorities in Senegal that they have to move without further delay to fulfill their promise to bring Hissene Habre to justice at long last."

The former ruler sought refuge in this western African nation after being ousted from power in Chad, keeping a low-profile while living in a posh villa in an upscale neighborhood.

He has since become a symbol of impunity in Africa, living freely in Senegal despite an indictment on charges of crimes against humanity.

In 2005, Belgium indicted Habre based on complaints filed there by survivors of his regime. Brussels then brought Senegal before the court in The Hague after Senegalese authorities failed to extradite him. Habre's Senegalese-based lawyer dismissed the international court's ruling as a "new kind of judicial imperialism."

Senegal has dragged its feet for years, arguing it needs outside help to fund the case. After initially saying a trial would cost up to ?29 million, Senegal agreed at a donor's conference in 2010 to a budget of ?8.6 million.

Critics say that Habre used money from his country's treasury to buy influence and protection in Senegal. A new Senegalese president was inaugurated earlier this year, and Macky Sall's government has promised to push ahead with proceedings against Habre.

But Senegal argued in court hearings in March that it is working toward putting Habre on trial and its representative in court said Friday that the country's position has not changed.

"The ICJ is agreeing with Senegal's contention that Habre should be prosecuted," Cheikh Tidiane Thiam said.

Abdourahmane Gueye, 65, who spent six harrowing months in a Chadian prison, welcomed Friday's ruling but said he still preferred that Habre face justice in Belgium because of a long-standing "lack of willpower" in Senegal.

Gueye, a Senegalese businessman, was visiting the Chadian capital in 1987 when he was arrested at the airport and accused of espionage. His colleague died after four months inside the prison, where temperatures soared to 50 degrees Celsius.

"We ate like dogs. I saw people being tortured and others who were taken away and never returned," he said.

"I pray to God that Hissene will be tried. The director of police was his nephew. I would like to face him and ask why was I arrested? It was him that gave the orders."

On Friday, the International Court of Justice ruled that Senegal had breached the U.N.'s torture convention by failing to prosecute Habre. The decision also adds legal weight to the international torture convention, as the case marked the first time it had been tested in the United Nations' highest judicial organ since the convention came into force in 1987.

"This is a long-overdue victory for victims and now it's high time the courts in Senegal delivered justice," said Michael Bochenek, Amnesty International's law and policy program director.

Friday's ruling is binding, and Belgium could go to the U.N. Security Council for help in enforcing the order if Senegal fails to comply.

Belgian representative Gerard Dive said Senegal should now act on the court's clear instructions.

"There is no reason to doubt that Senegal will fulfill its obligations," he said. But he added: "It is important to underscore that the court mentioned it will judge Senegal on its actions."

Brody, of Human Rights Watch, said the ruling also should send a message to other leaders who torture their people. But he urged Senegalese authorities to move swiftly.

"It's been 21 years that the victims have been fighting for justice and in that time many of them of course have died," he said. "So it is really important that Senegal take heed of this ruling and bring Habre to justice while the victims are still alive."
